Terrible. Were the storm drains simply overwhelmed by the first storm, leaving nowhere for the second storm’s rain to go?

No ide about that area but floodplains were there for the purpose of handling the overflow when such high amounts of rainfall fell. I wonder if they've been messing about with them further downstream?

This quantity of rain is unprecedented and the River Wye has reached record levels, with most of the water coming from the Welsh hills.
Nothing to do with floodplains. It's all about flood defences and not enough has been done.
