Tried to post a screenshot of what I see, but it can't be scrolled so isn't useful. I never see the Chatbox on my Win 10 or iPad.
Privilege issue?
Update: checked account settings and Shoutbox is checked Yes.

I've tested it across all the themes on both mobile and desktop, so it's strange that it's not appearing for you both. I'll keep looking into it anyway.
I'm very suspicious that it might have something to do with the differences in how our Home page looks. Yours is much more concise and compact. How do I get from my screenshot to what you posted?

I can change your theme to what I'm using Ed IE the forum default. Just give me the nod.
