There had been many until 2020. I do not hear about as much as before, or they are online. Still gatherings are announced in tech twitter, though people have moved discussions to BlueSky. Organized in Discord groups that you should find and join. Certainly lots of local tech workers who organize meets and conferences. A few time I attended a yearly international tech conference that was primarily Latin Americans, with most from Chile, Uruguay, Columbia, and Argentina.
