I often wonder if Argentina will move to more efficient heating and cooling. At least in urban areas there are plenty of the split aire which I believe are all heat pump technology. There is some solar and wind energy in places, but far from what I see or read about in northern hemisphere countries. Solar and wind energy would work together to generate the electricity to run heat pumps that warm houses from radiant heat vs the blowing air of split ACs.

We do use heat pumps in winter for heating, since the gas burners that are fitted against the wall are undersized and the insulation is poor. The architect of our building, who also lives in the building, had asked to the city permission to install PV panels on our roof, but it was denied. He commented that he has seen other building with PV panels in our area, and he wondered if they simply didn't bother to follow the procedure or if they had a connection in the City office that authorizes this kind of stuff.

The solar panel industry in Argentina should be huge.

    But it's not.

Would this be because that the electricity companies dictate energy policy?

No government seems to want to change the status quo.

There are 1500 houses in my barrio but only 40 or 50 have panels. In Europe I would reckon at least half would have the.

Take it with a pinch of salt, but somewhere (like on an expat forum) I had read that Cristina was opposed to it. I am not sure about the reason(s). Perhaps the subsidies offered too a good way to clean dirty money / buy allies? Or perhaps the PV panels would have been imported, thus damaging the local economy?
