I'm doing some research about living in Argentina. Is it safe to have money deposited in an Argentine bank to pay bills? I've read where many expats use Western Union and pick up the cash whenever they need it, but that seems awfully inconvenient.

i don't think you will find it easy to get a bank account without a DNI. i recall hearing it is technically possible without one but i think banks don't make it easy to do.

It was my understanding that once I applied and got approved for a Pensionado Visa that I would be eligible to get a DNI.

You could well be right however that could just be to allow you to receive your pension from abroad in dollars. There will be restrictions in place.
