What is happening here? I guess they don't like him anymore, and he's only months into the job

I am attending a private university here and some professors also teach in public university. They all went marching yesterday. I asked what the issue is, exactly - aren't they getting paid?
My teacher said they have money to pay wages for the next month, only, and that the most affected are the departments that rely on supplies (like labs) as there is no money for those, anymore.
I have to admit that I don't come from a county where marching is so popular as here, and I am prejudiced against it. To me, marching is something done in school when you want to skip classes and being justified (too bad that the teachers actually punished us with a low grade if we missed a class on purpose!).
Also, public university in Italy is not free. You pay proportionally to your family income. The yearly tuition depends on what you are studying, and is 3500-4500 euros max.
There are subsidies, grants and exemption for some, based on disability, low income and academic excellence.
Therefore, I don't expect public university to be free because of my background.
I believe it makes sense to pay to study at a public university, to avoid students sitting in university for years and years without getting nowhere and wasting everyone's time sitting exams just hoping they'll pass this time.
As a reference, I pay about 1300 USD/year at my private university. Again, this varies on the course program and the university.
A lot of other countries that austerity measures in place, ended up being corrupt with services in local councils being cut, and are very unpopular with the people
