I hear you, Splinter . Last summer I used to take long walks from Belgrano to Palermo (to exercise). This year I don't feel like going out more than the strict necessary. Even if I leave my phone at home, I fear I could be assaulted/robbed/shot. Even if the places mentioned are considered safe, there is actually nothing that guarantees that the same scumbags that operate in Mataderos can't come for a ride in Palermo. Getting caught is no concern to them as they will be released, anyway.

Local police made the arrests? Impressive.
Perhaps it was a random check. I got stopped on Dec 24 at 4:30 PM on Scalabrini, about where we took the bus together Rice , for a documentation and alcohol test. I was driving to the park for a run, so I was wearing a running suit. Not exactly your prime suspect for alcohol intake at 4 pm. They just stopped 3-4 cars at time, with no specific criteria.
The police IS on the streets, the point is that justice is lacking and when criminals are apprehended, they are quickly released. Most of the time, until they do something really big and they make it to the news, these criminals had at least 7-10 prior convictions, but for a reason or another always ended up out of jail.
I get stopped regularly when riding my bike, usually by the unarmed traffic cops and, depending on my mood, I always cooperate but tell them that they should be paying more attention to the criminals.
How many actual undesirables they catch in these 'police controls' is anyone's guess.

Back in Dear Old Blighty and back in the days when I still used to drive, it was very common for a random bunch of cars to be pulled into a layby by a police patrol and have the vehicle and the driver checked for roadworthyness etc. There was no sense that their purpose was or ought to be to catch burglars or drug dealers in the act - these were the traffic police just going about their normal daily routine of policing traffic.
It's the Guardia Urbana who deal with road users here. It's very common to see a police car waiting at a red light and be passed by a motor bike rider with no helmet or registration plate. They don't give a hoot as it's not their job to go after them.

In all my years of driving around the UK as a salesman, I never once saw a police patrol that you describe and was never pulled over like that.
I was once stopped by a patrol car due to a faulty light late one night back in the 80s, on my way home from a meeting. He breathalysed me, I passed and then he asked, "How much did you really have to drink?" which was a bloody cheek.
I stuck to my original reply which was one pint, whereas I think I may have had two.

Saw the resut of this crash on Saturday. The car was in a right mess.
Apparently they were doing a wheelie, known here as a willy and one or both of them wasn't wearing a helmet judging from the skull fracture one of them suffered.
With that kind of impact damage, one has to assume they were doing well over 50km/h and their injuries are severe as a result. I wouldn't wish that on anyone, but for fuck's sake, when will these people learn?
I've come off my bike half a dozen times in about fifteen years, fortunately at very low speeds of say 10-15km/h and on each occasion, my head has hit the deck, but protected by my helmet. Even those gave me a headache, so can you imagine your head smacking the concrete or metal at that speed?
