Apart from the USD problems , there are no import licences at the moment. One of my mates who imports a pile of stuff had to give a brown envelope with green love letters with the number 100 on them to the party members who authorize licences - he got the licence for 800 cases of Scotch but will stick the cost of the love letter on the selling price.
