The only answer I can come up with is corruption, not to mention the Chinese loans and the government is now using the yen to pay for stuff, so they turn a blind eye to the fishing boats.

I believe that Argentina needs cash and China is offering it. This is an old game for rich countries to bribe porrer countries then take their natural resources as a bonus.

China is absolutely offering cash. Billions. And their rescue comes at a price. China’s pursuit of what Argentina has to offer began in earnest under CFK with the first Yuan swap to prop up the chronically low Central Bank reserves. These swaps continue, and to date, total in the tens of billions (or more?) of dollars. To some extent, Argentina is already being controlled by China.
Why would Argentina want a Chinese military base, and in the middle of its largest oilfield? To keep the peace? To protect from Chile? Or to accede to the demands of the Chinese government, which is doling out billions of yuan for this, in combination with other well-planned projects. Why does Argentina not tax the Chinese for the land where the base is? Why is Argentina not allowed access to the base, for any kind of inspection?
Look at the new deal Argentina signed with China last year, for the Atucha III nuclear reactor to be built with Chinese funds.
Look at the (forced?) re-start of construction on the Condor Cliff - La Barrancisa Dam (in - guess where? Santa Cruz), formerly to be called the Copernicus-KIRCHNER Dam, with work being done principally by a Chinese construction company.
Look at the port China wants to build and own in Ushuaia, giving it access to Antarctica as well as allowing it to potentially control passage between Pacific and Atlantic oceans.
Because of Vaca Muerta (now with its Chinese military base), Argentina could soon become an important player in world energy exports, whose profits, tragically, will be owned by China, along with the hemispheric foothold CFK has sold to them.

China is taking advantage on weak nations as is Argentina to offer money at change of certain access to their territory..
This issue could be a bit blamed to the USA, who did no t pay attention on Latin America to pursue wars in other very far countries, but the present K administration must be more blamed because they always tried to be hostile to the USA interest, The speech about the so called American Imperialism is always present, and China had taken note of this. We never allowed a foreign cointry to have a base (exclusively for China) and Cristina allowed them to give a base in Patagonia, This base can interfere information from the satellites aroiund the earth to serve China's interests.

I don't understand why the Argentinian Government keeps traveling to the US whenever they are in trouble with Argentinian economy (i.e. 3 times a year, as a minimum) despite their anti-imperialism blaming.

Maybe because the US is so much closer than their one true love, China! 😜
Seriously, when they go to China for money, look at what Argentine leaders have to give them in return! So between sessions of selling off parts of their independence to China in return for money, they go to the US, which hasn’t made the same demands, instead, making straightforward business deals of IMF loans to be repaid with money and interest alone, not secret military bases or fishing exploitation or a chunk of Argentina’s soul.
And then Argentina’s leaders scream about the unfairness of having to repay the loans, the venality of the Great Satan USA, etc.
So China expands its control in the Southern Hemisphere, Argentina gets money from both China and the US, and the US gets to be excoriated by CFK & Co.
In short, everybody’s happy!
