Hello, rgamisenters , and welcome to the forum. Having no experience in this area, I leave it to other forum members to help, but I do hope you and your family will be able to immigrate to Argentina.

Excuse me, rgamisenters , but do you mean US$4,500 per month? If so, I agree with Carlos. You can live very well, send your daughter to a good school, and save some money as well.

Having that income per month, you will belong to the real rich people in this country. And perhaps coming from the Philippines you will be at easy as we speak Spanish as they used to from XVI century to 1898
I am a typical middle class argentinean and I spent only 1000 dollars per month. No children, of course. we have a house as well, not paying rental expenses.

As I understand it, entry requirements for citizens of the Philippines differ from those for United States citizens. I'd strongly advise your wife and her daughter to contact the Argentine Consulate for the Philippines for further information.

Argentina is perhaps the most open country to immigrants. I see not very possible that coming from the Philippines may be a obstacle. Even the government know that Phipippineans were also part of the Spanish dominions.
