PayPal really is the worst organisation I have ever dealt with and now this.
Yikes! I had no idea.
I hardly use Paypal for work (to receive money) because of their policy.
As there are more purchasers than sellers, they lean to protect the purchasers (although they did a facelift operation called "Seller protection" program a few years ago.
I was scammed on eBay several years ago. I sold a branded idem (a cigarette case) on eBay, for 60 USD. The purchaser, who was from Canada, sent the payment through Paypal (eBay owns PayPal). I shipped the item through registered mail.
A few weeks later, the money was deducted from my account.
PayPal said the purchase had been made with a cloned credit card, so they took the money back. Too bad the item had already been delivered in Canada.
Of course, it was impossible to speak with an actual person. Instead, I was sent boilerplate replies referencing their T&C.
