I haven't a clue but I imagine he'll do some jiggery-pokery for instant positive impact. This will give the impression he's a miracle man however his actions can only have a negative impact in the longer term. Otherwise known as 'the Argentina method'.
Massa has just agreed to borrow $750million from the Development Bank Of Latin America which is supposed to be used for schools, roads and other infrastructure projects.
The country already owes around $50billion to the IMF so I suppose another billion is neither here nor there.

Massa is a typical 2nd. generation of Italian ignorant immigrants. One day he answered, when an interviewer has asked him from what part of Italy they came from, he said "from Trieste, now Yougoslavia"
The answer reveals the lack of culture of his family. Trieste was never a part of Yougoslavia, It used to be a part of the Austrian Hungarian Empire until 1918, and then passed to Italy as a special region called Venezia Giulia.
If you tell to a Trieste born person that he is Yougoslav, he will be almost insulted.
The nomination for high offices in Argentina, in the last 50 years, was made without considering his culture and education. And this is a real case. I already said how useful will be to have a school like the ENA (Ecole Nationale d'Administration) in France, a requirement to have an official function.
