The difference is that the sub sections of boards have been trimmed away to make it simpler.
The forum is made up of sections, each one containing between four to six boards on varying subjects which cannot reasonably be trimmed back any further.
In this image, the sub sections marked in red have all been removed in order to simplify the forum. Can you see the difference now?

If it's a case of the forum layout then there's not much you can do about it. I'm more used to forums that have a simpler layout which for me makes it less confusing. Usually they have the one forum that concentrates on the main subject matter which in this case would be 'Argentina' and one other titled 'General Discussion' which concentrates on off topic content.
This forum is not confusing at all. Fairly standard in terms of UI in fact.
The change (removal of subsections) was immediately noticeable.
While there are probably too many different forums on the board, it also does not need to be stripped down to just two.
Certainly I do not think the forums themselves or the site layout is the reason new people do not join.
As I said it's no big deal.
