the guy started to follow this when he discovered that deaths and cases were being reported qith some delays to the actual date .
He only started the data analysis in August.

The Centers for Disease Control changed its definition of what it means to be in close contact with an infected person and therefore at risk of contracting the coronavirus. The agency made the update in its published guidance for coronavirus contact tracing on Wednesday.
The new guideline says close contact means being within 6 feet of an infected person for a total of 15 minutes or more over a 24-hour period.
The C.D.C. added that the closer the contact, the greater the risk. Risk also increases over more time in contact with someone infected and from contact with an infected person who has symptoms. Someone who is coughing, singing or shouting is more likely to spread the virus.

As someone who previously read the 15-minute rule to mean 15 minutes at a time, I hate reading that it should be interpreted as 15 minutes per 24-hr period.
But better to know than not to.

Well, you can be one if you have a EU passport and decide to move there, or if you have Italian ancestry and decide to pursue your Italian citizenship in Italy.
The five year commitment is a bummer, though!
