The barrio sounds like a very poor one, with dirt streets and marginal housing. Violent crimes are so terrifying for the families living there, who in most cases have no choice about where they live.
There are many parts of Rosario that are "dodgy" . The narcos control a big part of the city unfortunately.

The criminals escaped over roof tops just as the police arrived, but they did leave some weapons including a machine gun and silencer.
